To set administrator mode for a specific program do the following:
For Lightroom: Drill to the \Program Files\Adobe Photoshop Lightroom folder on your C: drive. Right-click on Lightroom.exe and choose Properties. Click on the Compatibility tab. Check the "Run this program as an administrator" box in the Privilege Level section and save the change.
For CS3: do the same thing, except that the executable is Photoshop.exe and is located in the Program Files(x86)\Adobe\Adobe Photoshop Lightroom folder. CS3 is not a 64 bit app, that's why it is in a different folder.
Then the Ctrl-E function should work if you have followed all the steps in the kb404907 article.
If you are running 32-bit Vista (which I am not) the same steps would work (except that both executables are located in the Program Files folder.
For this part of the puzzle you can blame Microsoft as it's because of the annoying "User Access Control" feature, which essentially keeps you from running with elevated privileges even if you logged in account is in the Administartors group.
